This article will show how to create a COG (Collaborative Operating Group) to COG message in IPAWS (Integrated Public Alert & Warning System).
Instructions
- Access or Login to IPAWS
- Select Messages menu
- Click Create COG to COG
- Select Templates from the dropdown menu (optional)
Note: Optional Templates are pre-defined scenarios. To create a new template, fill out the form and click Save New Template. - Select Message Type LIVE or DEMO
Note: Live COG will show up with a red screen. Demo COG will show up with a blue screen.
- Set the Destination COGS
Note: You can add as many COGS as needed. - Adjust Message Settings
- Event Type: Identifies the subject of the message by the same event code representation. This is a classifier for your message.
- Response Type: This value denotes the type of action recommended for the target audience. This is not sent to the public.
- Duration: Identifies how long you expect this message to be effective. You can always update or cancel as needed.

Change Advanced CAP fields: (optional) Check if you want to adjust category, urgency, severity, or certainty values
- Add Message Content
- Event Headline: Summary of the Event or the name of your message. Required for NWEM, optional for EAS.
- Event Description: Specify the event or the situation. Text is included in the EAS screen crawl.
- Recommended Instructions: Instructions the message recipients should follow. Text is included in the EAS screen crawl.
- Audio message: Attach a recorded audio file as your message or listen to the text-to-speech of your current message.
- Set a Target Area
- Area Description: Required. Enter a specific area description of the geographic area being alerted.
- Geographic Area: WEA only. Targets cell sites in a specified area, when supported by the carrier.
- FIPS Codes: Required for all EAS and WEA messages. Choose the FIPS for the affected area(s).
- Click Send TEST/LIVE ALERT
